This Is a Broad, General Overview of How the Program Works
If a person has been persecuted or fear persecution "on account of race, religion, nationality, membership in a particular social group, or political opinion," he/she/they can file an application for refugee protection either while inside or outside of his home country.
There are limits on the number of refugees who may be admitted to the U.S. each year, and quotas for each country. IN some situations, eligible persons do does not receive a visa number right away. Persons in this situation do not receive a visa number right away. Persons in this situation must wait in a "queue." Visas are issued in numerical order, based on the date a person was initially deemed eligible for refugee status.
Because of the limited number of residents that may be distributed to each country and the number of individuals seeking permanent entry to the U.S., a person may have to await several years before getting a visa number.
